Mr. Garner has over 20 years of experience under the roles of Construction Management, Project Management, General Superintendent, Construction Inspector and Project Engineer for numerous Cities, Counties, Caltrans and private developers. Mr. Garner is also registered as a QSP (Qualified Swppp Practitioner) with the state of California (CASQA) and is a Certified Erosion, Sediment and Storm Water Inspector (CESSWI). Throughout the years Mr. Garner has worked with several agencies on projects that require coordination with multiple utility districts and local unions. Highlighted Project Experience:
BNSF Railroad Intermodal Facility – Stockton, CA ($80 million)
Mr. Garner as Project Manager supervised the construction of a new railway system within the BSNF intermodal facility. This construction project included installing concrete paving in between the new tracks, three detention basins, one retention basin, Box Culvert and Channel, Railcar Bridge as well as installing underground and joint trench utilities to support new administration buildings. This project required coordination and communication between City of Stockton, San Joaquin County, Cal Water, Pacific Gas and Electric, Fish and Game, Regional Water Quality Control Board and BNSF Railroad. Again Mr. Garner delivered this complex project on time and on budget.
Linne Rd Reservoir – Tracy, CA ($6 million)
Mr. Garner as Project Manager and Project Engineer oversaw the mass grading operation for a two million gallon below ground reservoir tank which was constructed for the City of Tracy. All work involved included grading, underground, joint trench, onsite pump building, and paving. This project required extensive coordination and communication between City of Tracy and San Joaquin County. Mr. Garner successfully completed this project on time and on budget.
Mariposa Road Overpass – Stockton, CA ($9 million)
Mr. Garner as Project Manager managed the construction of a new overpass over existing BNSF railroad tracks. This project consisted of importing fill for abutments to allow for the grading, underground, joint trench/signal, paving, guardrail, dike and striping. The project boundaries required close coordination and effective communication between Caltrans, City of Stockton, San Joaquin County and BNSF Railway. As the Project Manager in charge of all aspects of the project Mr. Garner delivered this project on time and on budget.
Highway 26, Realignment – Valley Springs, CA ($6 million)
Mr. Garner as Project Manager and Project Engineer oversaw the realignment of Highway 26 in Valley Springs, this project consisted of blasting a hillside, mass grading for new alignment, underground, paving, guardrail installation, and fencing along the new right-of-way. The coordination and communication required for this project were between Caltrans and Calaveras County. This project was state funded and under the jurisdiction of Caltrans. Mr. Garner delivered this multifaceted project on time and on budget for the client.

Ms. Mikelonis has over 25 years of technical experience and project management on numerous residential and commercial development projects as well as major infrastructure projects. She has been responsible for all aspects of project design and development including feasibility, conceptual planning, entitlement processing, cost estimating, homeowner’s association, construction plan preparation, construction development and project closeout. These projects required close communication and coordination with local agencies, contractor, subcontractors, residents and the general public.

Mountain House Developers – Mountain House, CA
Ms. Mikelonis as On-Site Construction Manager, oversees the current land development operations for several new neighborhoods at Mountain House. As the home building market has gained momentum over the last 18-months; the Developers, including Mountain House Developers needed to expedite completion dates through 2016 and into 2017. Ms. Mikelonis using her years of experience with effective scheduling and communication skills keeps the current Contractor Team on track and pushing the delivery dates at all opportunitiues. To date the team has completed 60% of the newest neighborhood “Cordes Village” in an unprecedented timeline. Breaking ground for rough grading in May 2016 and paving prior to rains this season. The team will continue to work throughout the next several months to bring Cordes Village to completion. This will add major infrastructure connecting Mustang Way to Grant Line Road and deliver 630 finished lots. Very exciting times in Mountain House.
Woodbridge by Del Webb – Manteca, CA ($150 million)
Ms. Mikelonis as Project Manager supervised the design and construction of a 1,425 unit master planned active adult project and as an off-site component of the master planned community Ms. Mikelonis oversaw and coordinated with the general contractor and the City of Manteca the widening of the following roadway projects as Capital Improvement Projects:
- Union Road – Widening two lanes and install a median island along with the widening install curb, gutter and sidewalk, underground utilities to serve the Woodbridge project, landscape parkway and median island as well as install masonry walls.
- Lathrop Road – Widening two lanes and install a median island along with the widening install curb, gutter and sidewalk, underground utilities to serve the Woodbridge project, landscape parkway and median island as well as install masonry walls
Ms. Mikelonis worked with the contractor and the City of Manteca to ensure the above projects were completed on time and on budget. This project required extensive coordination and communication between City of Manteca, South San Joaquin Irrigation District and Residents.
Magnolia Park – Oakley, CA ($85 million)
Ms. Mikelonis as project Manager oversaw the design and construction of a 558 unit master planned community project and as an off-site component of the master planned community Ms. Mikelonis managed and coordinated with the general contractor and the City of Oakley the widening of the following roadway projects as Capital Improvement Projects:
- Neroly Road – Realignment of four lane arterial road. Neroly Road was realigned through the Magnolia Park and constructed as a four lane arterial road with major infrastructure to serve the project, a median island, three signalized intersection, landscaping and masonry walls.
- Carpenter Road – Lowering and widen of two lane road. Carpenter Road required lowering to become compliant with sight distance requirements for a two lane collector road, the original road was lowered fifteen feet from existing grade. This lowering required close coordination with existing residents, Pacific Gas and Electric for pole relocations as well as local agencies. Ms. Mikelonis coordinated with existing residents for their front yards to be graded to the new road grade. This complex project was completed on time and on budget.
